Federal Taxpayers Registry

Federal Taxpayers Registry (RFC) is a key for the payment of taxes that all individuals and legal entities should have. The procedure is done at the Tax Administration Service (SAT) and its legal basis is Article 27 of the Federal Tax Code; 14, 15, 16 and 18 of the Regulation of the Federal Tax Code of the Federation; 2.3.1., 2.3.15, 2.3.28 Responsible Fiscal Rules, Article 67 of the General Population Law.

Registration in the Federal Register of Taxpayers is done through a pre-registration in the SAT web page  www.sat.gob.mx, which enables the pre capture of your registration and complete it by going to the appropriate Service Module according to your tax address, it requires making an appointment beforehand because it is a personal process that requires to be concluded with your signature. When you go to the module it is important to take the following documents in original and copy:

Individual:

  • Current official identification
  • Proof of residency with a date of less than 3 months
  • CURP (Sole Population Registration Code)
  • Birth certificate
  • Provide e mail address

Legal Entity:

  • Company charter
  • Notarized power of attorney where authority is evidenced
  • Current official identification of the legal representative
  • Proof of residency with a date of less than 3 months
  • Provide e mail address

General Register of Importers

The General Register of Importers is a requirement for both individuals and legal entities wishing to import goods into Mexico. The Tax Administration Service, through the Administration of Importers List, attached to the General Administration of Customs is responsible for controlling the complete and reliable importers list to prevent tax evasion, promote the control of foreign trade operations, avoid the informal economy by controlling the importers that import goods entering the country and encourage compliance with their tax obligations; and to prevent and detect different types of customs frauds that affect both the federal treasury and to the productive sectors, including smuggling.

Legal basis is in: Articles 71 to 79 of the Customs Law and Rule 2.2.1 of the General Rules on Foreign Trade.

Sector Registry

Taxpayers registered in the list of importers and that introduce goods classified in specific sectors of the tariffs determined by the Secretariat of Finance and Public Credit by rules goods must also comply with the provisions of Article 72 of the Regulations of the Customs Law with the following:

  • Be up to date in the tax obligations.
  • State the name or corporate name of the petitioner, Federal Tax Registry and tax domicile (registered office).
  • Include your Email in the application to establish direct communication.
  • Complete and submit your application, in accordance with the instructions for filling that is on the back of same
  • List the name of the sector or sectors in which you want to register and the corresponding tariffs.

The specific sectors that exist to date are:

  • Chemical Products
  • Radioactive and nuclear
  • Chemical Precursors and essential precursors

Customs Broker

The broker is the person authorized by the Secretariat of Finance and Public Credit through a license (Article 159 of the Customs Law) to perform the procedures related to customs clearance of goods of importers who hire the Customs Broker Agent.

For which the procedure “the Commission conferred to the Customs Broker to carry out foreign trade operations”(Encargo Conferido) that is done electronically and has the purpose of controlling and facilitate the obligation of importers to conduct their foreign trade operations before the General Customs Administration, in order register them in the SAAI so they can validate their pedimentos with the appointed customs broker.
